Bil Senedd Cymru (Rhestrau Ymgeiswyr Etholiadol)| Senedd Cymru (Electoral Candidate Lists) Bill

Ymateb gan Unigolyn | Evidence from Individual

What are your views on the general principles of the Bill and the need for legislation to deliver the Welsh Government’s stated policy objective (to make the Senedd a more effective legislature by ensuring it is broadly representative of the gender make-up of the population)?

It should be the person most suitable for the role, regardless of gender. I find this bill sexist towards males.

What are your views on the system of enforcement and potential sanctions for non-compliance proposed in the Bill?

I find this laughable as a woman or man is stated on birth certificate of the person involved so that is all that must be considered.

Are there any potential barriers to the implementation of the Bill’s provisions? If so, what are they, and are they adequately taken into account in the Bill and the accompanying Explanatory Memorandum and Regulatory Impact Assessment?

Since the bill is to affect the make up of government then should it not be put out for voting on by all people of Wales?

Are any unintended consequences likely to arise from the Bill?

The role of a persons ability to do a job will be questioned as they maybe capable and willing to do the job but the fact they are a male denies them the chance. This will result in not the best person in the role but the person who’s gender fits.

What are your views on the Welsh Government’s assessment of the financial and other impacts of the Bill?

The financial side is not as important as the Welsh Government will utilise the funding to suit themselves in this matter. The cost of consulting and providing surveys of such a bill will never be recoverable.

What are your views on the balance between the information contained on the face of the Bill and what is left to subordinate legislation? Are the powers for Welsh Ministers to make subordinate legislation appropriate?

The bill should contain simple straightforward language so any additional legislation is kept to a minimum. Legally the wording must be clear and no ambiguous terminology used.

Do you have any views on matters relating to the legislative competence of the Senedd including compatibility with the European Convention on Human Rights?

Not having read the whole of the European Convention on Human Rights I would like to think that a job role cannot be dictated to be filled by gender of a person above the persons ability.

Do you have any views on matters related to the quality of the legislation, or to the constitutional or other implications of the Bill?

Quality needs to be clearer as the bill is open to legal arguments which will cost tax payers money to fend off. If you wish to avoid this then the bill would better off not to be implemented.

Are there any other issues that you would like to raise about the Bill and the accompanying Explanatory Memorandum or any related matters?

Who decided to raise the bill? What grounds is the bill required?

Anything else?

Will any open discussion by the supporters and instigators of this bill be given to the public of Wales?
